The short answer

From 1 January 2027, every bank, NBFC, housing finance company, co-operative bank, and AIFI in India must log the time and number of recovery calls, record their content (outbound and inbound), keep the recordings for six months, tell the borrower the call is recorded, call only between 08:00 and 19:00, and avoid a defined list of harsh practices such as abusive language, threats, excessive calling, and misleading statements about the debt. RBI issued these rules in nine parallel Amendment Directions on 6 August 2026. [SRC001] [SRC002] [SRC003]

For a collections floor, human or AI, that turns compliance into a per-call question: did this call meet the rules? A 2% manual sample cannot answer that. This guide lists the call rules that matter, what they mean for AI voice agents, a fatal-check scorecard you can run on 100% of calls (including Hindi and Hinglish), and a ten-week plan to be ready before the effective date. This is not legal advice; confirm scope with your compliance owner. [SRC010] [SRC013]

What RBI issued, and who it covers

RBI released draft directions on 20 May 2026, took feedback, and on 6 August 2026 issued final Amendment Directions on conduct in recovery of loans and engagement of recovery agents for commercial banks, small finance banks, local area banks, regional rural banks, urban and rural co-operative banks, all India financial institutions, NBFCs, and housing finance companies. All take effect on 1 January 2027. [SRC001]

  • Banks: new section L, paragraphs 454A to 454AB of the Commercial Banks Responsible Business Conduct Directions. [SRC002]
  • NBFCs: paragraphs 100A to 100AB, with the same call rules. Housing finance companies comply by cross-reference to these NBFC paragraphs; some NBFC categories with no customer interface are excluded. [SRC003] [SRC004]
  • Who counts as a recovery agency: any outside entity or individual engaged to recover dues from a borrower in default, whatever the contract calls it. RBI's own illustration: a Business Correspondent doing recovery work is a recovery agency. Recovery agents need the IIBF Debt Recovery Agent certificate. [SRC002] [SRC004]

If you run collections for a lender as a BPO, these rules reach you through the lender's policy, code of conduct, and contract. RBI's 2022 circular already made lenders responsible for what their outsourced recovery agents do, and the new text adds an explicit duty to monitor agencies and review the mechanism. [SRC005] [SRC002]

The call rules that matter for a collections floor

RuleBank para / NBFC paraWhat it means on a call
Log time and number of recovery calls; record content of outbound calls and of borrower calls to the number you gave them; keep six months (or until disposal if sub judice); tell the borrower the call is recorded454P / 100PEvery call needs a recording, a timestamp, an attempt count, and an audible recording notice
Contact only between 08:00 and 19:00 unless the borrower expressly asks; honour a request to avoid a particular time454Y(4) / 100Y(4)Dialer windows and callback preferences become hard rules
Discuss dues only with the borrower or guarantor, in a civil manner454Y(1), (2) / 100Y(1), (2)Verify identity before any loan detail; no disclosure to whoever picks up
Avoid inappropriate occasions such as bereavement, medical emergencies, or marriage functions454Y(6) / 100Y(6)When the borrower says so, end politely and flag the account
No harsh practices: minatory or abusive language, excessive or out-of-hours calling, threatening or anonymous calls, intimidating relatives, referees, friends, or co-workers, false or misleading statements about the debt or the consequences of not paying454Z / 100ZEach item is a fatal check on the transcript and the call log
Grievance officer's name, email, phone number, and address on all recovery communications454AA / 100AAFollow-up SMS, WhatsApp, and letters carry the details; agents can give them on request
Share only the borrower data needed for recovery454O / 100OAgents (and AI agents) see only the fields they need
Targets and incentives must not push agents toward harsh practices454Q / 100QPair collection incentives with conduct scores, not collection amount alone
A documented framework for borrowers in financial distress, with pre-escalation engagement454D / 100DDistress cues (job loss, illness) route to a trained person with options
Follow TRAI's commercial communication rules (TCCCPR 2018, as amended)454AB / 100ABRegistered headers and number series, DND and preference checks

Paragraph references are from the commercial bank and NBFC texts; the other seven directions use different numbering for substantively similar rules. [SRC002] [SRC003] [SRC004]

Some of this is familiar. RBI's August 2022 circular already barred recovery calls before 8:00 a.m. or after 7:00 p.m., threatening or anonymous calls, persistent calling, and misleading representations. What the 2026 text adds for call operations is one consolidated rulebook across lender types with explicit call logging, two-way recording, a six-month retention period, the recording notice, grievance details on every recovery communication, and the incentive and distress clauses. We covered the 2022 rules as QA rubrics in our BFSI call QA guide. [SRC005] [SRC002] [SRC011]

Scope check: default vs normal-course reminders

The new section applies to recovery of dues from borrowers in default. It applies to collection in the normal course, from borrowers who are not in default, only where the text explicitly says so. Several conduct clauses are worded as collection or recovery of loan dues, so many lenders will choose to run pre-due EMI reminders under the same hours and conduct checks rather than maintain two playbooks. Decide this per flow with your compliance team and write it into the scorecard. [SRC002] [SRC003]

Do these rules apply to AI voice agents?

The directions do not mention AI. They govern calls made by a lender's employees and recovery agents on its behalf, and the lender carries responsibility for outsourced recovery work. [SRC002] [SRC005]

Our reading: if an AI voice agent dials borrowers about dues for a bank or NBFC, hold it to the same call rules as a human recovery agent, and keep the same evidence. The market is already moving that way. VoiceGun maps its AI loan recovery agent to the NBFC paragraphs (no dialing outside 08:00 to 19:00, recording notice in the first sentence, identity confirmed before loan details, hardship and disputes to a person), and Ravan's Agni markets RBI-aligned call windows, retry caps, stop-calling honour, and recordings on every call. Treat these as vendor claims and ask for call-level evidence, not a slide. [SRC006] [SRC007]

Where AI agents genuinely help: they apply the calling window, attempt caps, and recording notice the same way on every call, and they never get a collection target. Where they still need humans: distress, disputes, settlement, and any conversation where the borrower is upset. A premium collections voice agent is judged on how it handles those moments, not on price per minute. [SRC009] [SRC014]

Turn the rules into a QA scorecard you can run on every call

Per-call obligations need per-call evidence. Split the checks by where the evidence lives, keep the conduct checks fatal, and report them as rates rather than averaging them into a quality score, the same way we recommend for any fatal parameter. [SRC013] [SRC002]

CheckEvidence sourceType
Call placed between 08:00 and 19:00 (or borrower-requested time on record)Dialer log + callback preferencesFatal

Grievance officer details given when asked; present in follow-up messagesTranscript + message logCompliance
Clear next step and accurate disposition (promise-to-pay date, dispute, callback)Transcript + CRMQuality

The checks are derived from paragraphs 454P, 454Y, 454Z, and 454AA (100P, 100Y, 100Z, and 100AA for NBFCs). Structured dispositions such as promise-to-pay, dispute, and callback are also how collections vendors already record outcomes. [SRC002] [SRC003] [SRC007]

Two India-specific traps. First, harsh language on Indian floors is often in Hindi or mixed Hindi-English, so an English-only QA model will pass calls that should fail. Score code-switched calls natively; see Hinglish call QA needs more than English WER. Second, a manual 2% sample cannot prove that every call met the window and the notice; it can only show that the sampled ones did. That is the core argument in why 2% call QA sampling fails. [SRC012] [SRC010]

A ten-week runway to 1 January 2027

  1. Weeks 1 to 2: map flows to rules. List every collections and reminder flow (human, AI, SMS, WhatsApp), decide which are in scope, and map each to the paragraphs above. [SRC002] [SRC003]
  2. Weeks 2 to 4: fix the plumbing. Two-way recording on every recovery line, including inbound calls to the number given to borrowers; six-month retention; attempt logging; hard dialer windows; callback-time preferences stored on the account. [SRC002] [SRC004]
  3. Weeks 3 to 5: rewrite scripts. Recording notice up front, identity check before any loan detail, approved wording on consequences, grievance officer details, and a distress branch that hands off to a person. For AI agents, have compliance approve the script before go-live, as in our go-live checklist. [SRC002] [SRC014]
  4. Weeks 4 to 7: switch QA to census. Load the fatal checks above into AutoQA, score 100% of calls for human and AI agents on one scorecard, and calibrate on Hindi, English, and Hinglish calls. [SRC013] [SRC015] [SRC012]
  5. Weeks 6 to 8: realign incentives. Gate collection incentives on a clean fatal-error rate so targets do not reward harsh practices. [SRC002]
  6. Weeks 8 to 10: dry run and evidence pack. Run a month of calls under the new rules, review fatal rates by agent, agency, and flow, and keep the reports with the policy as audit evidence. Agencies should also confirm IIBF certification status for every agent. [SRC004]

Where Qualia fits

CallPulse reviews 100% of calls on 15 QA parameters, including compliance and fatal-error checks, with Hinglish-ready speech analytics built for Indian contact centers, and updates CRM fields from each call. For collections, that means the conduct checks above run on every call and every agency, and you see a fatal-rate trend instead of a sample. [SRC008]

Qualia Voice runs collections and payment calls in Hindi, English, and Hinglish with scripts your team approves before go-live and warm handoff to humans when confidence drops. We hold it to human-level call quality on the same scorecard your best recovery agents meet, because on a collections call the cost of one harsh or misleading sentence is far higher than the cost per minute. [SRC009] [SRC015]

Bring a week of recovery calls and your current scorecard. We will show you where your floor stands against the 2027 rules, call by call.

FAQ

What are RBI's new loan recovery rules for 2027?

On 6 August 2026 RBI issued nine Amendment Directions on conduct in recovery of loans and engagement of recovery agents, for commercial banks, small finance banks, local area banks, regional rural banks, urban and rural co-operative banks, AIFIs, NBFCs, and housing finance companies. They take effect on 1 January 2027 and cover recovery policy, agency due diligence and IIBF training, call logging and recording, permitted contact hours, a list of harsh practices, grievance redressal, and rules for locking financed mobile devices. [SRC001] [SRC004]

Do recovery calls have to be recorded under the new RBI directions?

Yes. The lender must document the time and number of recovery calls made by its employees or recovery agents, record the content of those calls and of calls the borrower or guarantor makes to the number the lender gave them, keep the record for six months from the call (or until disposal if the matter is sub judice), and take reasonable precautions such as telling the borrower the call is being recorded. This is paragraph 454P for commercial banks and 100P for NBFCs. [SRC002] [SRC003]

What hours can collections agents call borrowers in India?

Only between 08:00 and 19:00. Calls or visits outside that window are allowed only when the borrower or guarantor has expressly asked for or authorised them, and a borrower's request to avoid a particular time must be honoured in normal circumstances. Calling outside the prescribed hours, or calling excessively, is listed as a harsh practice. [SRC002] [SRC003]

Do the RBI recovery rules apply to AI voice agents?

The directions do not mention AI. They govern calls made by a lender's employees and recovery agents on its behalf, and the lender stays responsible for outsourced recovery work. Our reading is that an AI voice agent dialing borrowers for a bank or NBFC should be held to the same call rules: hours, recording notice, identity check, no threats or false statements, and grievance details. Vendors already market AI collections agents as mapped to these rules. This is not legal advice; confirm with your compliance owner. [SRC002] [SRC005] [SRC006] [SRC007]

Do the rules cover pre-due EMI reminder calls?

The new section applies to recovery from borrowers in default, and to collection in the normal course from borrowers who are not in default only where the text explicitly says so. Several conduct clauses are worded as collection or recovery of loan dues, so many lenders will apply the same hours and conduct checks to reminder calls. Check scope for each flow with your compliance team. [SRC002] [SRC003]

Which recovery call checks can be scored automatically on every call?

Metadata checks (call time inside 08:00 to 19:00, attempts per borrower per day, recording present and retained) come from dialer and storage logs. Conversation checks (recording notice given, identity confirmed before discussing dues, no abusive or threatening language, no false statements about the debt or consequences, no disclosure to third parties, distress cues routed to a person) can be scored by census AutoQA, including on Hindi and Hinglish calls. Report them as fatal rates, not inside an average score. [SRC002] [SRC013] [SRC012]

How does Qualia help collections teams prepare for January 2027?

CallPulse reviews 100% of calls on 15 QA parameters including compliance and fatal-error checks, with Hinglish-ready speech analytics, so recovery conduct can be checked on every call rather than a sample. Qualia Voice runs collections calls in Hindi, English, and Hinglish with scripts your team approves before go-live and warm handoff to humans, and its calls go on the same scorecard as your human agents.
